I don't think he is refering to two MODS folders.

Sometimes depending on the program used and the way you unzip a file you end up with it being put into another folder. Check your extracted MODS. For example if you open the TMO folder you should see a folder called "Data". If you see another TMO folder you have the double folder problem he is talking about in his User Guide.

Your mods should read:
Tmo
Data
Folders and files.

If it is
Tmo
Tmo
Data
Folders and files

then you need to get them out of the first folder or they will not enable.
