Can't comment about the previous times this has happened.. but in this case I know they were functioning last night when I saved, and just today when I reloaded that save they were not functioning and the icon showed them as being disabled.
Edit:
Could there perhaps be an undocumented hotkey or something that might enable/disable this feature? I know I have a tendency to fat finger keys and hit some strange combinations by mistake.
