In my experience, a neutral is just that until YOU start war with them, not Doenitz, not Kesselring's Luftwaffe, not the Furher himself, but when
you start firing! Although compared to the experienced RN their navies aren't great so if you stay submerged and silent you can get away easily - but not in places like Gib
