Ok really sick of stuffing around with this steam version. First and last time I will be using steam for games just utter tripe. Re-downloaded but would not verify each time finding missing files that it would then apparently fetch only for them to be missing again.
Got it working eventually after it said all files were valid, menu stated it was only v1.3 even though Uboat missions were installed. After wasting far too much time stuffing around trying to get steam working properly, decided to ditch it, the POS has been uninstalled.
Have sourced a retail copy + uboat missions, hopefully eliminating steam from the equation will let me actually play the game instead of spending hours trying to redownload files that are already there
