Same issue here, pretty sure its not a mod but a stock bug (hasnt this bug been in every version? lol)
I will try the historical spec mod and report back, may be a few days though...
I tell you though, with TDW's AI mod this is a killer bug... You either die because your sub was crushed, or you end up having to surrender (cough, surface) in the middle of hell....
