If you burn oil to produce electricity to produce hydrogen to "burn" it to run your car then why not burn the oil directly in the car?
To put it in a "subsim" context it is similar to a sub cruising on the surface using its batteries and not its diesels.
BUT
If your electricity is produced not from the consupmtion of chemical energy but from wind turbines, hydroplants, solar panels etc. then you have a more "favorable" series of energy transformations. Definately a good option (not without its problems though). And yes there should have been more research in how to incorporate hydrogen in the "energy greeds".
