Well, I don't see a problem with the system specs that you have listed. If that's the Intel Quad-Core i7-860 running on 8 Gigs of DD3 and the ATI Radeon Sapphire w/2 Gigs of RAM. I think, for those in the know, it would help to list your Mods in their exact installation order. And, as previously mentioned, it wouldn't hurt to make sure you have the latest graphics drivers and, that they're installed properly. Personally, I've heard mixed reviews about DLs from Steam, though I have no direct experience with them of my own. Bottom line is, the CDTs that your experiencing, shouldn't be happening with your system. Have you recently installed any new hardware?
