This can vary a lot depending on gun crew accuracy, sea/weather conditions and ship type. I have read stories of ships sinking after several shells hit and other stories where the ship took well over 30 shells hits before it sank.
The B.A.R.F mod helps with this by adding sinking over time from flooding. Take out the engines and bilge pumps and she joins the Deep Diving class.
