Patch 1.3 is currently a wish list of fixes found here:

The new Ubi Community Mananger (sorlim) promises to go through this list, and a similar one over on the Ubi Forum, and take an edited version of the two lists to Ubisoft in the hope of persuading them to authorize patch 1.3
