The beauty of the campaign system is that you can make this bit you want as a layer all its own.
Then meshing it will be easier.
So make a surrender layer. You can use the ability of the editor to load (but not save) other layers, so include the harbor facilities, etc.
Then populate it, and add it to the end of the campaign.cfg for TMO with the right date range
