As far as the "shallow waters" report the game seems to save up the last verbal response appropriate from before you set the time comprression off. It probably has nothing to do with what got you.
TC has always been wonky in the post SH2 series. You should always use it with caution.

I've taken the advice to never go above x128 TC, for just the reasons you mentioned. It makes for some boring stretches
