I'm pretty sure there's no need to have both the MEP mods and the GWX 16k atmo mod enabled at the same time, as MEP includes either a 16k or 20k atmosphere IIRC.

Don't know if that would cause the problem reported, but the GWX 16k can/should be disabled if MEP is enabled.
