I tried with MS Application Compatibility Toolkit:

Download and install.
Login to an Administrator Account because there are no "Run as.." option.
Start the Compatibility Administrator (32bit).
Rightclick on New Database.
Choose "Create New" > "Application Fix".
Navigate to jsgme.exe. > Next.
Choose Operating systems >None.
"Compatibility modes" > RunAsInvoker.
Next, Next.
File > Save (jsgme.sdb to SH5 gamedir).
File > Install.
Login to your standard account.
Start jsgme.exe without uac prompt.
On my machine it works.
If I get problems with it I will post here.
