Different people have different techniques. Personally early in the war (1939-40 and 1941-42 in the US Coast) I tend to spend most of the time in the surface diving periodically to check for contacts. That gives me a lot of maneuverability and I can cover large areas. During this period I do almost all my attacks (even on convoys) while being on the surface.
As the war progresses I tend to travel on the surface and dive every 2-3 hours to avoid detection by planes. While submerged I continue on my search pattern in order to cover as much distance as possible.
Late in the war (Late 1943 until the end) I tend to spend as much time submerged as possible. I get on the surface only at night and only to recharge the batteries.
