Usually, the more water or electricity of quantities of somethign you buy/consume, the cheaper a price per item you get (rabate). That way, those consuming much, get rewarded. It should be different. the more you consume, the more expensive per item/quantity the price becomes.
Like with health insurrance, in principle. If ypou stay healthy, you get punished: your money is taken away, but you get no comkensation. But when you become ill, then you get a return, in drugs, treatements, services. The system motivates you to become ill.
