if you have no other mods installed but the UIs mod then I'd have to say you have a corrupt install and/or corrupt download. McHub532 experiences this a lot on his laptop and I haven't been able to pinpoint why. He uses JSGME to install/deinstall the mod. Sometimes it works fine for him, sometimes it doesn't
