You have to spot them using your binoculars and hit spacebar to order them to fire at the target you're looking at, they have to be within a certain distance from your sub too.
Using DW's UI mod its simple... you can choose to have them fire at will and select short, mid, or long range for them to start shooting. Also what type of aircraft you want them to target... I choose for them to shoot at anything.
