Yep.
That's why I mentioned OM (Operation Monsun) and OMEGU (Operation Monsun Environmental Graphic Upgrade).
I play GWX and OM, and while SH3 has more to offer in the way of cool stuff (I said that already, didn't I?), SH4 U-boats has better crew management, better radio, better charts (KM grids [right down to the 4-digit locations] and latitude/longitude) and a lot of other cool new stuff. And most of its problems have been fixed.
