Maybe there was target in cue or something, and it warns eveytime you mess with the PVI.
*sigh* trying to play that "Oilwar" campaign; wingman is useless and they send me back a phase after doing exactly what I was tasked with.
Running the server a bit, can't stand SP anymore. Reboot first though.
