The so-called "area number" portion of the SSN represents either the state where the SSA office that issued it was located or the zip code of the mailing address from which the application was sent.
Although in most cases this naturally corresponds to the applicant's place of birth and/or residence, that correspondence is incidental. The number is not and never was intended to be indicative of place of birth/residence and never has been issued based on the location of either.
