It's just the default install of his mod really.
This post has a few screenshots of how to install it. Basically just copy the main mod and one of the TDC mods over and enable them.
The officer bar at the bottom is the same as Integrated Orders from SH3, basically giving you access to all "functional" commands over your uboat. What is NOT included is the dialog options and special effects like pre-heat torpedo and Total Revealing or those things. To be honest though, I don't even use those abilities ever. heh
I wouldn't be surprised to find the officer bar you were asking for in this thread as an option in an upcoming TDW NewUI build though. That's a pretty neat feature!
