My first impulse is to blame Ubi, because every other game I've bought on Steam has updated within 24 hours of a patch release. On the other hand, if I had bought SH5 on Steam (I haven't bought it at all yet), I'd be upset that I had paid money to Steam as a proxy for the game company, and wasn't getting the benefit of timely updates.

This is just a guess, but one reason for the delay might be integration issues between Ubi's DRM and Steam's own authentication methods. Especially if the new patch includes changes in that area. It's stacking DRM on top of DRM, which has to be more complicated than just releasing a patch for the standalone game. If that's the case, then feel free to get mad at both companies!
