Which hydrophones are you using? The default ones can't "hear" well directly ahead or astern, they are best with targets 90 or 270 degrees from your boat. Are they moving faster than 5kts? Are they facing you or facing away? Are there other ships nearby that might be masking the sounds? Are you in visual contact with them? Are your engines masking their sound?
There's lots of reasons you might not hear a ship. There mere presence doesn't mean you'll hear them.
