I've got an XXI 1939 mod on MediaFire that you should be able to bastadise to give you what you're after. It makes the XXI available to all flotillas from the start of the war and you can cut and paste the dates into the 10th flotilla.
Try searching for ;WB in its files - I usually mark all the changes I make so I can track them. If not, let me know and I'll run you through the changes you need to make.
