Have you configured the menu.cfg file in documents?
C:\Users\(UserName)\Documents\SH5\data\cfg\Menu.cf g
Look for the following:
[DEVELOPING]
;Modding=Yes
;MenuEditor=Yes
;DebugScripts=Yes
and remove the ; (Should look like):
[DEVELOPING]
Modding=Yes
MenuEditor=Yes
DebugScripts=Yes
When you start game a dialog box appears asking if you want to start modding tools or something like that:
Select Yes: Thats starts the Menu Editor.
If your refering to the Ingame editor. (Run the game in Windowed Mode) You click the SH5 icon in the Bottom right Corner of the start Panel. Right Click and you can select the tools from there - Does not work with Vista or Windows 7.
For them you need to right click on the Top of the SH5 Window and that brings up a menu with the selections.
