I guess what i'm pointing to is, when communicating with someone, you tend to get a feel for a person, perhaps even indirectly finding out why a person does certain things.
You could be very diplomatic and say to her: Gee you are really enjoying the service, aren't you? Or: Whenever you attend, you seem so enthusiastic and energetic with your participation.
These sorts of neutral yet probing questions can often lead to answers, without directly offending said person.
We don't want to offend, we just want to alleviate this problem, don't we?
I'm already disliking the lady so I would not be the best candidate to talk to her. what she is doing is disruptive and is an annoyance to other people and that's not communicating she's just being disrespectful towards the mass in general and the people who attend. Try that in a mosque and I can't imagine what would happen to her. But then again women are not allowed in Friday's prayer meeting as far as I know.

I wish she did that somewhere in Italy and the local gangster who attend would pull a gun to her forehead and say "What the fark you think you're doing lil sister?!" [Imagining Robert De Niro in his latest mafia themed comedy flick]

Fast and effective.
No worry there's the confession!
