Personally, I'd prefer that they think of us as being even
more dangerous than terrorists. Our government is supposed to fear the citizenry. The whole idea of government by consent revolves around the idea that we will use violence against our own state, if need be.
The attempt to lump parts of the citizenry in with terrorists tells me that they do not fear us as much as they should. It tells me that they think they can get away with using labels and propaganda on their own people for political purposes. It tells me that our nation has become too complacent and trusting of its government.
