Yeah.
You need a decompresser for the *.pc files (the level files in the environment folder) and then Game Extractor will fully extract all *.dds and *.wav files from the archive.
The *.pc files are an ASURA format compressed archive. To decompress them you need a program called asurauncmp (dos command file) and then Game Extractor.
TBH, I always thought it was unmoddable but there was no way I was playing this game in 1080p with those graphics.
