Edit: So I don't have an exact source for this, it's coming from someone who's supposedly played the game.
But apparently the wanted system in Red Dead has had a complete overhaul from what it is in GTA. Here's the exact quote:

Basically you have to kill any witnesses or you WILL get a wanted level - at least in towns. If the witness makes it to the sheriff's office, you've got a bounty on your head. I was messing around in the single player game and killed a person, not realizing I was being watched. I saw a couple-seconds-long cutscene a bit later of a citizen entering the sheriff's office, and then I had a bounty. Pretty sweet system. And I couldn't imagine it working the same if you did it without a town in sight - R* aren't that cruel.
Now, you don't have to have a bounty on you to get shot at, either! Haha. Sometimes I'd do something and just have to deal with citizens pulling their guns out and opening fire
