Yeah, those things happen. That is why you need a few electric torpedoes. You send an electric in for the first shot. Then they don't always know which way it came from and which way to evade to. You then can sometimes get in another shot because they might remain going across your bow. They are especially useful if you miss on the first shot or two. They are none the wiser if you miss. So you get a second chance at them running straight.

A bubble maker, alerts them they are under attack even if it misses. Then they dog down the hatches and it makes damages less when you do hit.

I usually don't waste any more fish on weaving ships unless I can get a close to 90 degree AoB shot. Which is usually very rare. But sometimes it can happen if they don't know where you are shooting from.
