To add to what G2B stated, you have to do as he stated (stay within a certain distance of the star for a given amount of time) to "complete" the mission BUT you do NOT have to complete your mission to end your patrol. You must go to the base with the "tilted" anchor to end your patrol. It is your home base. If you started at Pearl Harbor it should be Pearl Harbor. If you started at Manila, Asiatic Fleet, your base may have changed since the Japanese captured Manila. You can use the other bases to Refit, (refuel and rearm) so you don't run out of fuel, in case you used too much looking for your base.

If you end your patrol without completing your mission objective, you will not get the extra "renown" points. If you do this too many times you may be relieved of duty.

If you started in Manila, look south maybe even all the way to Fremantle.

I recommend you read some of the items in here:

especially under "Commonly asked questions" read "helpful hints and information". There is one section on Patrols that is a bit misleading. In the stock game, with no MODs the "Patrol" mission star will have binoculars on it. That is when you will have to stay in a certain area for a certain time. (I go sit on the star and use time compression to get it over with then continue) The other type is a "Sink" mission (although it won't state that). The star will have a flag on it. You only have to reach the flag, it will turn grey and then you get a second objective of sinking ships, usually 10,000 tons.
