The older BF-109s (Early war models) armed with the MG/FF 20mm Cannon had a belting (I believe) of HE(Incendiary), mine, HE(I), mine, AP. The mine rounds were a round with as large a charge for explosives that could be fit into a 20mm cartridge. It was done by making the round's walls as small as possible.

But, even then, there was 1 AP round in a five round belting. I think that the belting was similar for later models too, even those with the far superior MG151 (Much higher velocity 20mm)


EDIT: ALl that info was pretty irrelevant. You're right, for a flak gun the 20mm should be outfitted with HE almost exclusively. That was for sure the most effective weapon against aerial targets. AP just makes neat little holes, having nothing solid to really go through.
