I thought that too, but the one I bought from amazon.co.uk just says v1.4 and 2nd Flot. at Wilhemshaven is not available in 1939. You can only pick that Flotilla October '40 at Lorient, not before then.
The original v1.4 patch corrected this, but the current dvd release hasn't got it.
