This reminds me of an apartment building I once lived in. The North is like that rowdy neighbor upstairs, constantly stomping on the floor when South Korea tries to live a normal life. The US is sort of that neighbor down the hall that made friends with SK, telling NK from time to time that "I got my eye on him" - meaning
leave him alone or I will hurt you.
South Korea doesn't have the option of renting a Uhaul, though.
