You can add mission layers to various parts of the campaign - the structure is very powerful.

The "not advancing" part is simply NOT TRUE. The game continues and the campaign advances no matter what you do or not do. The question is, HOW does it advance. Like in real life but unlike sh3/4, your actions may have short or long term consequences.
