Its only the attack scope that had the twisted thingy. Just read u-boat war patrol. It features a page that cleary shows (and also writen) That only the attack scope featured this to reduce the periscope wake by sucking the wake into the water a bit . But since the observation scope was only used in bad weather or night-time and thus the wake would make no differance it would not need the thingy.
