The files in Plisskens Vol 2 of Mikhayl's mod ( Now on page 7 ) are indeed the latest available.

Vol 001 is the file used to decompress the volumes through to 007.

It isn't really an installer as such. As you will see from Mikhayl's readme, there is quite a complicated procedure to be undertaken to complete the installation.
However, if you follow his instructions to the letter, you should be able to get it up and running.
