I see nothing in your list that should affect the Lifeboats stuff.
It uses it's own dats so nothing is overwritten.

I doubt the hi-res mod would matter at all.

If your useing the version 4 of life boats?
Drop back to version 3 and see if there's any change.
If so?
We know what needs looked at.
If not?
We'll have to punt!
