I am using a tonnage reduction mod that says it is supposed to 1/2 the required tonnage on missions.

I'm still getting tonnage requirements of 50,000 - 200,000.

I go weeks without finding any ships in the patrol areas I am assigned and have no chance at all of 'success'.

Is this mod working? Are the pre-mod requirements 100,000 - 400,000 tons?
