I just took a screenie of my crew management page, and would post it...but unfortunately I was shocked to see that the little dots that were there last night have now disappeared.
Perhaps they are only visible at the time of upgrading the crew abilities, as a reminder or something.
Odd...I know I saw them last night.
Anyway, no screenshot needed at the moment, since it looks pretty much like what was shown in the post above. I will assume that the dots DID mean something, but the answer must be above my paygrade.
