You simply didn't look hard enough. They're there. Theres one on how to open skins and edit them, theres two in the modders forum. But believe me if u dont know even the first hint of editing, i advise you to leave it to the professionals, you'll most like stuff up your install of SH3
Anyways the editors are probably still out on patrol, wait for them to get back
