There is actually 50 crew members aboard your sub, they just run away from the compartment you just entered so you only see the reminder of the crew who you don't scare to death.

Joking aside, you're right. The SHV does not "run" full crew (among other things).
What bothers me more is that your crew members are actually "ghosts" you can walk right through. I wish some modder fixed that issue....
