There was already something like this for an old game called Fighting Steel, a tactical WWII surface naval combat game...called Thunder at Sea which was fought at an operational level. You allot your ships to TFs given limited supplies, get reinforcements (and have ships withdrawn), repair ships etc. Subs and ari attacks are abstract (FS was a surface game) and when a fleet got into visual contact of another the second game was launched to resolve surface combat.
Neat to have this for SH3. Esp. for team play.
