This kind of effect is produced by heavy waves against the hull, so it is dependant of material, construction and the time the sub has been sailing. It is true that in german subs this effect is very little noticiable as they were very well contructed, but it was there as you can see
here , or even
here in some parts of XXI type hull. The shot I posted is WIP with the effect very exagerated, so I can see how it works. Final one will be very sutile to fit better with reality.
