It should be possible in theory. It's just a matter of adding 3rd Flotilla in Flotilla.cfg and Flotillas.cfg (and possibly in de/en_menu.txt) and making its base La Rochelle in the Flotilla.cfg file. |

There is no way. Although it's a relatively simple matter of replacing one of the current flotillas, since 3rd Flotilla doesn't currently exist in the game this would be a huge project demanding a lot of work. It's far, far beyond my ability given my current time constraints.
