You have to be running windows 7 to use DX 11 - you can't download it - its built into the OS.
Vista uses DX10, but there is no update to DX 11 currently downloadable via ms search.
Windows XP is limitied to 9c.
MS only allows downloading of 9c or below. 10 and 11 are not "downloadable" installers.
