Did you enable 16k atmosphere at all?,if so disable it and check again.This particular feature of GWX3 is graphically more intensive than the default setting.
Also check you have no advanced features enabled on your graphics card,features like anisotropic filtering and anti aliasing,having these on in some games can cripple fps.
