Hi,

There are mods that create the friendly harbor traffic. They are the Harbor Traffic 1.44 and 1.45. I believe you need to have both installed. Also there is a AI u-boat mod. This mod adds crewmen to the watch tower of the U-boats created in the harbor traffic mods. I don't believe they do anything but they sure add to the look.
