The atlantic theater mod is OM (Operation Monsun; see here). With it, you get the entirety of Germany's U-boat campaign (including Op Monsun itself, of course).

IIRC, it does require U-boat missions. However, considering UBM goes for about 5 or 10$ on steam, I think it's well worth it. The Atlantic experience it gives you is at least as good as the original campaign with a supermod.

EDIT: also, I'm pretty sure you can have all of those, yes. After all, RFB is for the pacific theater and OM is for the atlantic.
