You can give medal to a crew member by going to the crew management screen and clicking one of them, some have yellow "+" where I've marked it in the picture. Press that and the crewmember get's an iron cross.

Warning, you can't UNDO this by clicking the DISCARD button so make sure you're clicking on who you really want to give it to.
